Background
A few years ago, while on a mission to Poldachie-Golgovine (aimed at destroying compromising documents for Sigmund Cr), Toro Cr (Toro Rb) ran into Julia, a mercenary who was trying to get hold of the very same documents. But no sooner had they started fighting then they were seized by an incredible attraction for one another. Toro persuaded Julia to abandon her mission: the GHEIST do not take kindly to intruders and on no account did he want her to die. Julia duly agreed to cut short her mission whispering, "You owe me one". Years later, while being hounded by the Sentinel, Julia remembered this incident and decided to head for Clint City to ask for Toro's protection. "You can stay with us as long as you want, my darling. And if you get bored, you can always take part in the Iron Mask tournament…"

Trivia
- Her appearance, especially in her later artwork, is based off of Cammy from the Street Fighter series. This explains her relationship with Toro, who is based off of M. Bison, another Street Fighter character, as in the plotline, Cammy was brainwashed into working for Bison. (While Julia went willingly.)
- Her name presumably comes from Raul Julia, the actor who played M. Bison in the live-action Street Fighter movie.
